广西自治区 外国人才签证（即R字签证）如何申请

一、R字签证是什么？

R字签证就是人才签证，是中国各类签证中的一种，是专门为国家社会经济发展需要的外国高层次人才和急需紧缺人才设立的签证。

二、R字签证的发放对象是谁？

R字签证的发放对象为国家社会经济发展需要的外国高层次人才和急需紧缺人才，符合“高精尖缺”和市场需求导向的科学家、科技领军人才、国际企业家、专门人才和高技能人才等。申请R字签证的外国人，应当符合《外国人来华工作分类标准（试行）》中外国高端人才（A类）标准条件。

三、申请R字签证有什么好处？

（一）有效期最长：5—10年，多次往返签证。

（二）停留期最长：每次期限最多180天，是目前所有签证类型中，单次停留时间最长。

（三）零费用办理：本人及家属免交签证费和急件费。

（四）家属同享优惠：配偶、未成年子女，可签发相同期限、多次入境、相应种类签证。

（五）绿色通道：申办外国人来华工作许可享受绿色通道。

四、如何办理R字签证？

（一）网上申请《外国高端人才确认函》：由申请人的邀请单位通过外国人来华工作管理服务系统（网址https://www.12333.gov.cn/），在线提交申请办理《外国高端人才确认函》。

（二）外国专家局审批：符合审批条件的，广西壮族自治区人力资源和社会保障厅（广西壮族自治区外国专家局）在5个工作日内出具《外国高端人才确认函》。

（三）凭《外国高端人才确认函》申办R字签证：申请人凭《外国高端人才确认函》向我国驻外使领馆申请R字签证（签证申请材料及要求以我国各驻外使领馆公布的为准）。

五、申办R字签证要花多长时间？

《外国高端人才确认函》申办时限最长不超过5个工作日，R字签证最短可在申请次日签发。

1. What is an R visa

R Visa, i.e. talent visa, one of various Chinese visas, is specially designed for high level foreign talents and talented personnel urgently needed for Chinese social and economic development.

2. Who can apply for an R visa

R visas are issued to high level foreign talents and talented personnel urgently needed for Chinese social and economic development, and scientists, leading talents in S&T field, international entrepreneurs, professionals, talents of high skills, etc. in line with requirements for urgently-needed talents in high-grade, advanced & cutting-edge technology and market demand. To get an R visa, foreign applicants should meet the conditions of high level foreign talents (Category A) according to the Evaluation Criteria for Foreigners Working in China (Trial).

3. What are the advantages of an R visa

(1) The longest validity term: An R visa is valid for 5-10 years and allows multiple entries.

(2) The longest duration of stay: An R visa bearer may stay for 180 days at most within each validity term, which allows the longest period of stay for each entry among all kinds of visas.

(3) Application free of charge: Foreign talents and their family can enjoy exemption from payment for visas and express service.

(4) Same favorable treatment for dependents: Spouses and minor children of foreign talents can apply for corresponding multiple-entry visas with the same validity term.

4. How to apply for an R visa

(1) Online application for Confirmation Letter for High Level Foreign Talents:

The inviter who invites the applicant submits an application for the Confirmation Letter for High Level Foreign Talents online via the service system for foreigners working in China (http://https--www--12333--gov--cn-b0792bbe55.zipv6.gxzf.gov.cn/).

(2) Examination and approval by Administration of Foreign Experts Affairs:

Department of Human Resources and Social Security (Administration of Foreign Experts Affairs) of Guangxi Zhuang Autonomous Region will issue the Confirmation Letter for High Level Foreign Talents within five business days to a qualified applicant.

(3) Application for R visa with Confirmation Letter for High Level Foreign Talents:

The applicant with the Confirmation Letter for High Level Foreign Talents applies for an R visa to a Chinese embassy/consulate abroad (refer to announcements of the Chinese embassy/consulate abroad for necessary application documents and requirements).

5. How long will the R Visa application take?

A Confirmation Letter for High Level Foreign Talents will be issued within five business days at most and an R Visa can be issued soonest at the second day after the application.
